Basically it's to punish people in a way that they'd care about, unlike, say, just closing their thread or giving them negarep.

It's a points system. Simple things like spamming add up to 10 points. Advertising is instant ban, and harrassment, I don't quite remember. 30 points total equals a week ban. 150 equals a two year ban I think and the points take a month to go away with lesser charge.
